Subject: Concerns Regarding the “Roadmap to Peace, Mosaic Plan” for Afghanistan

Your Excellency,

On behalf of The Federation of Afghan Resident Organizations in Europe (FAROE), we are writing to express our grave concern regarding the recently proposed “Roadmap to Peace, Mosaic Plan” developed by UNAMA and presented during the latest session of the Doha Format on Afghanistan.

While we recognize and appreciate the United Nations’ continuing efforts to engage with Afghanistan’s de facto authorities and find pathways toward stability, we are disheartened to observe that core principles of human rights—particularly the rights of women and girls—have been marginalized in this roadmap.

The current roadmap appears to prioritize political dialogue and stabilization without securing tangible commitments from the Taliban on urgent human rights issues. The continued closure of girls’ schools, the systematic exclusion of women from public life, and the implementation of discriminatory laws against women remain pressing violations that demand immediate redress.

We strongly believe that no step toward recognition or normalization of relations with the Taliban should occur unless it is met with verifiable progress on key human rights benchmarks—starting with the unconditional reopening of secondary schools for girls and the repeal of restrictions on women’s employment and movement.

UNAMA, as the UN’s mission on the ground, has a responsibility not only to facilitate diplomatic engagement but also to advocate firmly for the fundamental rights of the Afghan people. Any roadmap that omits or sidelines these rights is not only incomplete but also risks legitimizing a regime that continues to govern through repression and exclusion.

We respectfully urge your office to:

1. Reassess the content and framing of the “Mosaic Plan” to center human rights and gender equality.

2. Ensure that all future dialogues with the Taliban are transparently conditioned on specific, measurable human rights milestones.

3. Reinforce UNAMA’s mandate to be a vocal and visible advocate for Afghan women and marginalized communities.

FAROE stands ready to cooperate with the United Nations in promoting an inclusive, rights-based approach to peace and reconciliation in Afghanistan. We owe it to the Afghan people—especially the millions of girls who have been denied education and a future—to ensure that peace is not purchased at the cost of their rights.
